MILAN: GOVERNMENT OUTREACH PROGRAM, CONTINUES

The series of free medical and dental check up being conducted by the Philippine Overseas Labor Office (POLO) and Overseas Workers’ Welfare Office (OWWA) here in Milan continues as the government strengthened its outreach program. The initiative which is being done every other Sunday in the different Filipino communities here is being made possible thru the help of Express Padala S.p.A. or the Equittable-PCIBank Milan Branch headed by Caesar Carnecer and the volunteered Filipino nurses mostly from Ospedale San Rafaelle.Labor Attache’ Atty. Araceli Maraya said that the project was formally launched during the Migrants Workers Day last June 15, 2006 at the PCG office as part of its commitment to serve the Pinoy migrants in Milan and other parts of Northern Italy. Maraya adds that the free check up particularly aims to help OFWs especially those who are still undocumented and can not avail yet the Italian free medical services extended to “carta sanitaria” holders. The medical team is headed by Malu de la Fuente, Head Nurse of Ospedale San Rafaelle with some friendly Italian doctors like Dr. Gianluca Piccinini and Dr. Luca Vigano and Dentist Tess Arceo, leads the dental team. As of this writing, the team has already visited five different communities to conduct their medical/dental mission; the first was made last July 2 at the Filipino Community of San Lorenzo in Basilica di San Lorenzo Maggiore in Corso Porta Ticenese, 35. The second mission was made last July 16, at Pallalido Sports Complex among the members and supporters of Jesus Is Lord (JIL). The active medical team which is also composed of volunteered nurses like Tess Buenabente, Annabelle Daquiz, Pacencia Paulino, Glenda Zarate, Elsie Rebosa, Sonny Realuyo and Noel Dolz took their annual summer holidays last mid of July until the end of August. On September 3 however, the team resumed their free medical/dental mission. The new season of the outreach program then started with Samar-Leyte Workers Association of Milan on September 3 at Via Lattanzio, 58 and on Septemtember 17, the team extended their services to the members and supporters of Chiesa Christiana Evangelica Internazionale in Via Tertulliano.De la Fuente expressed satisfaction on the program as she quips “masaya kasi marami kaming natutulungan at marami ring tumutulong sa amin to be able to keep the program going”. Meanwhile Carnecer said that this is not the first time they had funded a free medical and dental check up for the migrant workers. He said, they had started the program years ago even before the merging of PCI and Equittable Bank but they were inactive for a couple of years because of in availability of volunteered nurses and dentists. However this is the second year that they had done the project since the merging. Carnecer also added that they are giving honorarium for the Italian doctors but the nurses are purely volunteers. Asked what were the common illness or complaints they usually received from the people availing the free check up, Dr. Piccinini said that majority of them complains hypertension and so he recommends a low-salt or non-salt diet at all to the patients. Aside from hypertension, Piccinini said that several also complains diabetes, headaches or cervical pains.

PHILIPPINE EMBASSY PARIS - “ALAMIN ANG INYONG MGA KARAPATAN”

Sept. 20 - Isang pagtitipon ang ginanap noong nakaraang linggo, ika-17 ng Setyembre sa tanggapan ng Embahada ng Pilipinas. Ang okasyon ay isinagawa sa pakikipagtulungan ng Philipppine Embassy at Ms Zita Obra, Presidente ng Asosasyon ng Sangguniang Pilipino (ASF), na siyang namuno bilang tagapagsalita sa hapong iyon.
Dumalo ang ibat-ibang Pangulo ng Filipino Association at mga miyembro ng ilang Filipino Community Associations sa Paris.
Ang tema ng usapan ay patungkol sa imigrasyon at iba pang katanungang tulad ng pagdedeklara ng kinita, pagpapatira sa walang papel, pagtanggap ng Prime de l’emploi at iba pang bagay na may kinalaman sa pagtira ng mga migranteng Pilipino sa bansa ng France.
Inanyayahan ni Ms. Zita Obra si Maitre Nader Larbi ‘Aicha’ upang sagutin ang ibat-ibang concern ng mga Pilipinong dumalo. Karamihan sa mga ito ay ayon sa bagong naisakatuparan na batas ukol sa imigrasyon.
Ang mga sumusunod ang mga katanungang tinalakay sa pagtitipon:
1. Puwede ba pang i-apply ang ten yrs residency?
Puwede pa rin, kailangan ang mga pruweba tulad ng EDF, Facture o mga sulat na magpapatunay na ikaw ay naririto sa panahong iyon. Pero ito ay depende pa rin sa Prefecture.
Huwag isama ang bangko, at income tax declaration, mga dokumentong ukol sa pagkita ng pera. Kinakailangang makipag-alaman sa isang abogadong may specialization sa imigrasyon o recours sa imigrasyon.

2. Paano ang gagawin, kung makatanggap ng kautusang lumabas ng bansa?
Maitre Nader : Sa mga may hawak na 10 yrs proof of residency, sa tulong ng isang abogado, maghintay ng isang buwan bago ito iapela sa tribunal (korte), dapat na malamang ang isang taong may kasong nag appeal ay hindi magagalaw upang mapauwi.

3. Papaano kung 2 beses ng nakatanggap ng ‘reconduite a la frontiere’? (pagpapaalis). M. N: Lahat ng kaso ay nililitis at subject to judgement, hindi nila basta basta mapapaalis ang isang tao, habang hindi pa bumababa ang desisyon.

4. Ano ang risk ng isang taong nagpapatira o nagpapa-upa sa isang walang papel? Zita Obra: Ang isang taong walang papel ay itinuturing na ‘non existent’, at considered na isang ‘squatter’ na isang paglabag sa batas ng mga umuupa. Malaki ang risk sa part ng nagpapaupa dahil nilalabag niya ang kautusang iyon.
M.N.: Bukod sa sinabi ni Mlle. Obra, ang mga taong mapatunayang kumukupkop o tumutulong sa mga walang papel ay lumalabag sa kautusan sa isang batas imigrasyon na lumabas noong nakaraang taon at considered na isang ‘complice’.

5. Puwede pa bang umapela ang mga may anak gayong tapos na ang takdang panahon sa pagsubmit ng ‘dossier’?
M.N: Para sa mga may anak, huwag ng ipilit ang kanilang dossier dahil isa lamang itong ‘piege’ o patibong upang kayo ay matunton. Paraan upang kayo ay matunton sa eskuwelahan kasama ng inyong anak.

Mga karagdagang impormasyon:
Dahil sa bagong batas, may karapatan na ngayong mangontrol ang kinaukulan sa mga tirahan. Kinakailangang ipakita ang ‘warrant’ na nagpapatunay ng pagiimbita ng pagsama sa ginawang pagkontrol.
Makabubuting iwasan ang pagtagal sa paghihintay sa eskuwelahan habang sinusundo ang anak, ang mga nagbigay ng kanilang ‘dossier’ ay maaaring makontrol sa eskuwelahan. Kailangang maging miyembro ng isang asosasyong maaaring umalalay sa inyo.

IBANG KATANUNGAN:
Puwede bang magdedeklara ng kinikita ang mga walang papel?
Hindi na, dahil isa itong patibong upang kayo ay matunton lalo na kung meron kayong tseke bilang kabayaran prime de l’emploi na tinatanggap, huwag niyo na itong iincash.

Ang employer ang dapat mag-apply ng ‘contrat d’embauche’ na kailangang humingi ng contrat de travail pour travailleur etranger non agricole under the following articles from Code de Travail,
L121-1, L121-5, L122-1-1, L122-1-2, L122-3-1 at R341-7-2 ng code de travail. Kailangang may 80 hrs at pataas na declare na oras ng trabaho.

Tiyaga at Sipag ng isang Pinoy sa France

Tulad ng maraming pinoy isa ako na nagmula sa kahirapan. Dahil sa pagsisikap at tiyaga masasabi ko sa aking sarili na ako’y isa sa mga nagtagumpay! Sa ngayon, pilit pa ring nakikipagsapalaran bilang isang manggawa sa France.
Taong 2000 ng lisanin ko ang sariling bayan. Ako’y napadpad sa France sa tulong ng aking kamag-anak. Tulad ng karamihan, dahil sa kakulangan ng kaalaman sa lingguwaheng Pranses, ako ay namasakukan sa isang mayamang pamilya ng arabo dito sa South of France. Mabait ang aking employer, matapos ang tatlong taong paninilbihan, biniyayaan niya ako ng mas malaking puwesto bilang Mayordoma ng kanyang mga anak at kumuha siya ng panibagong pinay para magtrabaho sa bahay.
Sa loob ng tatlong taon pagtitiis na mawalay sa aking pamilya, puro pagtatrabaho ang aking inatupag at ang salaping aking nasinop ay ipinapadala ko ng halos buo upang makabili ng sariling lupa at bahay sa Marikina. Sa ngayon isang talyer ang pinipilit na ipundar ng aking mister. Malungkot man, lubos ang aking kagalakan dahil naiisip ko na may patutungahan ang aking pagpapasakit. Mabuti rin sa amin ang Panginoon at tunay na tao ang pagtingin sa akin ng aking amo, sa aking spare time, ako ay hinahayaan niyang maka-pag-aral ng wikang Pranses. Ginagantihan ko naman ito ng ayos at tamang pagtatrabaho.
Sa ilang pagbabiyahe labas ng France, natutunan ko kung papaanong makisalumuha sa ibang Nationalities, pangit man o maganda, natutunan kong makisama. Maraming pagsubok akong dinaanan at sa gabay ng Panginoon ito ay aking nalampasan. Sa kabila ng lahat ng ito, hindi ko pa rin ipagpapalit ang bansang Pilipinas, dahil sa dugong nananalaytay sa akin, ako ay babalik sa lupang sinilangan!
Sana ay nakapagbigay saya ang aking istorya sa mga kabayang Pinoy , ano man ang iyong narating bilang isang Pilipinong nasa ibang bansa, ang sipag at tiyaga kasama ng malinis na hangarin ang tanging solusyon sa maayos na hinaharap. Huwag rin nating kalimutan ang ating bansa saan man tayo nakarating, sino pa ba ang dadamay sa sariling bayan kundi tayo rin !

Former Philippine Honorary Consul Explain Resignation!

The Former Philippine Honorary Consul Madam Vanthoula, a constatine leader, appeared before the filipino communities to explained her resignation. It took place last Sunday, Sept 10. 2006, at the Holy Cross Parish Church Nicosia, Cyprus during the filipino mass. It was attended by Minister, Counselor, and Genreal Consul Eleanor L. Jaucian, Social Welfare Jocelyn Hafal from Phil. Embassy of the Athens, Greece with over hundreds of church goers.
The filipino mass has ended emotionally as the the Former Philipine Honorary Madam Consul Vanthoula delivered her farewell speech. She said "I have no intention to resign but I was forced. There is a recruitment disagreement. I am happy to help and support the Filipinos in Cyprus. I wrote a letter and address the problem to the President of the Philippines, President Gloria Macapagal Arroyo and the Ministry of the European Labor and to the Ministry of European Foreign Affairs but I was not heard. I made an appeal to all concerned but no appropriate action done to all. The Philippines Overseas Employment Administration (POEA) and the Philippines Overaseas Labor Office (POLO) in Athens Greece remained silent, closed and uncooperative with their recruitment policy that forced me to resigned".
Madam Vanthoula stated a clear example. She said "I wanted to employ the sister of my present helper as she is no longer allowed by the immigration to stay in Cyprus. I was not allowed by the Philippine Government to employ her sister in NAME HIRE instead in AGENCY HIRE. Agencies gives a higher cost/rate on employment placement fee on their applicants and the employers as well, causing a lot of pressures and problems later on. Once an applicant is disemployed most agencies doesn't care for their welfare. In any problems or troubles the applicant reported on my office to complaint and ask for help and advise. Agencies are not aware, they only made a business at the expense of the poor applicants and employers as well."
Madam Vanthoula expressed her warmth thankfulness to the filipino community for their friendship and support during on her 2 years of service as Philipine Honorary Consulate (PHC). She appealed to the Filipino people that we should stand united to support one another and to demand the Philippine Government to pay due respect, do appropriate and necessary actions needed by the Overseas Filipino Workers called as the modern day and unsung heroes of the Philippines. During her speech, she encouragely said to all the Filipinos "Be Proud of Yourself and Fight For Justice".
The Minister Counselor and General Consul Ms. Eleanor L. Jaucian said that the PHC has no intention to resign "Napilitan lang". She added that Madam Vanthoula is a person with a good heart to give help and support to the Filipinos without being paid by the Philippine Government. She expressed her sincerest thanks and gratitude to her.
The Social Welfare Officer Jocelyn Hafal emphasized that they are more than a to help to find a solutions to the problems of the filipinos in Cyprus as it now as a fast growing destinations of the Filipinos for migrant workers. She encouraged everyone to support and informed the Manila Office regarding the said issue . Sha said "Magkaisa tayong Lahat".
The Cyprus Filipino Communities rendered their general expresses for their deepest and sincerest appreciation, gratitude and thankfulness to Madam Vanthoula and to her family and to all concerned Philippine Embassy Personnels from Athens, Greece from coming to show their concerns and support for the Filipino in Cyprus. Cry of the World: Lights of the World Church of God in Cyprus

The Cry of the World is the theme of the Light of the World Church of God in Cyprus, the 2nd Quarter inter-fellowship and water-baptism held in Larnaca Cyprus. The outreach ministries of Larnaca, Limassol, Paralimni, Paphos, Ayia Napa, and Nicosia attended the event. The Charismatic Renewal Family headed by Sis Cora Artemion were the invited guests.
Rev. Pastor Marcelo Cayanan was the keynote speaker that day. He proclaimed the gospel in Romans 10:12-21. According to him, the cry of the world refers to the current events and activities affects us. For example, are the news we heard and saw from television that are happening around the world like terrorism, violence lending to a war and causes millions of deaths, devastations, poverty, crimes and other related problems. In our daily life the cry of the world means ownself misunderstandings, confusions and problems in dealing in our everyday life, work and activities.
Did we hear the cry of the world? How do we respond? Marcelo encourages us that as a Christians we have the responsibilities to respond to the cry of the world. We need to listen and tune in positively to the lonely desperate cry of our heart and hopelessness. We must reach out other people with a compassionate heart like Jesus to encourage them to live accordingly to the will of the Lord.
Basically a renewal in our life is needed. We must be baptized by the spirit of God. We must be born again Christian to turn our living to God who blessed us abundantly. Once we are born again Christian we have the word of God on us. The Holy Spirit will poured upon on us direct and guide us. We can always hear, tune in and respond positively to the cry of the world because we became imitators and good followers of God. Let us all respond to the calling of God.
The event was also highlighted with the praise and worship for God's greatest glory. The Paralimni Outreach Ministry rendered a special dance number to the tune of "Natutulog Ba ang Diyos?". Sis. Aurelia's testimony and Sis Lea's titles and offerings messages both from Paphos were highly inspirational. The healing prayer can healed the cry of the world through faith.
The candidates for the water baptism were baptized in the name of the Father, of the Son and of the Holy Spirit for the repentance of thus making them modern day disciples of all nations by being a Blessed Migrant Worker.
The Light of the World Church of God reaches the community and it's people with a dynamic Christian perspectives with the full gospel of the Lord.
