My Opinion on the Proclamation of the State of National Emergency

My opinion, as a Chaplain/Parish Priest of the Mission for the Filipino Migrants in the Diocese of Rome, regarding the proclamation of the 1017- State of National Emergency, I think it is not the ultimate solution yet in order to pacify the situation in our country. It is a fundamental human right of every person- Filipino citizen to seek for justice, democracy and freedom of expression. The 1017 certainly suppresses this basic human rights. How could justice and freedom and democracy then be expressed? Would it not provoke more chaos in our beloved country?

I think the necessity of proclaiming the 1017 has to be reevaluated or
examined again, because it created a nationwide controversy.

Why Father? Would you rather see those leftist and rightist rallyists create total chaos before the President move? Actually, when I learned about the proclamation of State of National Emergency, what I said to myself is “thank God, I hope that with this proclamation we will be able to get rid of those unwanted tong collector in our place”. They are the ones who hinder our progress. What with the burning of the Globe's tower even if they know that that the people in the town and barangays really needs it because we have no landline. What do you think people feel when they learned that some of your priest is supporting the rebels? As a priest what can you say about the tong collection of the rebels from the poor, they're not even supporters or members? They're just giving out of fear. They do not want to give because their family needs it more than those rebels but they have no choice. Is it just? Is it also just for the rebels to ask revolutionary tax on government projects in the barangays (big or very small) before they can start with it? Where is the freedom there? Even media and the church seem not to care with this plight of the poor but rather they are there hand in hand with the leftists and rightists who were trying to throw our President who is doing her best to pull the country out of poverty. For us ordinary people SNE is good news. We are already fed up with those leaders of the rally who uses us for their own selfish motives. They who pretend to represent us. We don't need them to represent us on the street because we can do our fight by working hard for our family so as not to be a problem to the government and be of help. We voted our congressmen and senators to be our voice in congress and Senate and not on the street. We need our priests on the church and not in EDSA. We need them to help us to instill discipline in our children’s mind and heart and strengthen us spiritually and not to teach them not to respect the law and our leaders. Religious leaders can do a lot to solve the problem because the root cause of all the problems that we are facing in the Philippines is the lack of self-discipline and spiritual deterioration of the majority of the Filipinos. We cannot throw the blame only to the leaders because it’s the fault of all Filipinos. It is the result of the irresponsibility of majority of us.

Filipinos are known to be respectful and disciplined but how come that even a simple traffic rule seems to be too difficult to follow? It seems that as soon as we come out of the house the word discipline or respect is forgotten.


Yes, it is our fundamental right to seek for justice, democracy and freedom of speech but we also have our obligations. Freedom of speech and democracy is very much alive in Philippines but most of the Filipinos are abusing their freedom and they do not respect the law anymore and the rights of others even the President. They can abuse the rights of our presidents how much more the rights of the poor or the ordinary citizen like us? Those people in EDSA who were shouting for Justice and Democracy are the very people who were trampling the rights of the poor and who are trying to rob us of the democracy that we are enjoying right now. Proclamation 1017 does not suppress our basic human rights but rather it protects us those from those people who are pretending to be our saviors.

The words you said her is really
true every each Filipino citizen
have an obligation to our beloved
land. But the respect and
discipline came first from ourself.
Maybe we have forgotten this disciplined and respect came first from our home parents/family's.
Make me sad why those people in religious vocations get involed with this steet rally's. And wearing their religious clothing just to emphasized themself they are from religious group. Mistake/wrong, people will lose their respect to this religious
God's love justice peace representative. Maybe if they're wearing civilian clothing are appropriate to involed street
rally's. People have a religious vacation suppose to be neutral
not to involved politics. If someone in the politics asked them for advise/mentor understandable.
As I still remembered the time Cori Aquino was the President of the Phils. Pilipinos were very hungry I saw it with my own eyes.
Going to the public market just
to buy fish galonggong not anymore
isdang putput not yet half kilo also rice not yet half kilo. Because when I saw through their eyes almost crying asking help without saying a words, oh my it breakes my heart.
I cried for that how come the Pinas
who is very cheap selling fish/rice country his folks can not buy it anymore because the price are sky high. I prayed hoping someday their will be a president who will stand his/her words what he/she spoken to the folks. Why we don't give our President a new chance to do her
job she accepted she made mistake and she will compensate it. The economy now in Phils. is getting beter coz the rate change of foreign valuta are slowly down. It'
means she is really trying hard to do her job that Phils. economy will be beter. Hoping we Pilipino's never forget what God say's help yourself then I will help you. Help your country then I
will help you.
